You can set the number of rows, Nrows, and number of columns, Ncols, of the matrix using this method. The procedure will allocate the correct amount of memory on the heap to store the matrix. You can then access these matrix elements using the SetValue and Value methods.
Advanced users can also access the matrix using a pointer to the first element. The pointer method is much faster BUT you must calculate the memory location of each matrix element using the first element as a base pointer. You must also do your own range checking or you may crash the system.
