We excited Na electrons from the ground state, 3s 1/2 to a "virtual state" near the 3d state with two photons.  Once the electrons were in a virtual state they relaxed by releasing an infrared photon to a 3p state and a visible photon to the ground state.  Raman scattering is the process of an electron relaxing from one of these forbidden energy states.
